Is there a way to make skin white in Photoshop Elements 4.0 + 5.0?

I’ve been working in photoshop, in photomanipulation for awhile now, and I’ve recently been learning how to enhance and change eye colours. but what i would like to know is, is there any way to make skin completely white in photoshop, or is it only possible in photography, a trick of the camera?
Yes, there is a way to do this, and it’s quite easy.
First and foremost, create a new layer to do your work on. Then choose your paintbrush tool and select a soft-edged brush, which is a brush thats fuzzy around the edges. Next, roughly paint over a tiny part the skin using, of course white. Then, knock down the opacity of your brush a little, and repeat the process on a piece of skin close to the previous one. Keep doing this until you find an opacity that gives you the effect you like, then delete that layer, create a new one, and paint over the skin roughly at first, then zoom way in and decrease your brush size to about 4 pixles, and go around the edges.
For that picture, however, it seems as though the creator simply desatured the image and used the history tool to bring the eye back into color.
