Conducting a photography competition… Need Help! Good?

I am planning to conduct an online Photography competition. I have a doubt regarding that. I want to know whether this is a wise idea. To participate in this competition the participant should pay just one dollar and will get paid 100 dollars if he wins. Do i need to get a license for this? Also, will this work out?
