is a $100 camera too expansive for a beginer photograph?

is a $ 100 camera too expansive for a beginner?
here is the on that I would like to buy:

http://www.newegg.com/Product/Product.as…

or a Canon PowerShot A590 IS

they all cost around 99.99bucks. I am a beginner with photography and I would like to take beautyful pictures for foto contest, for fun and since i am interested in graphic design I thought that it might help. So what is a good camera that you would suggest me to buy? Are the camera above too advance for beginners?
Kodak EasyShare C913

or a FUJIFILM FinePix S700

No wayy, that is actually too cheap. Haha.

If possible, I would suggest you even go higher and invest in a digital SLR camera ($500 for a Nikon D40, a good beginner camera) if you are really interested in photography and willing to learn.
